The rapid rise of electric vehicles, advanced batteries, and digital technologies is powering economic transformation - but it is also creating a parallel challenge: managing electronic and battery waste. </p><p>An important part of India’s clean energy journey are <b>Lithium-ion batteries (LiBs)</b>. These are the engines behind our smartphones, laptops, and the growing fleet of EVs on Indian roads. Because of their high energy density and falling costs, they have become the gold standard for energy storage. Demand for LiBs is expected to grow by <b>26% annually</b>, reaching<b> 248 GWh by 2035</b>.</p><p>This momentum, however, brings with it a growing challenge. India is already the world’s third-largest e-waste generator, battery waste is projected to surge from <b>19 kT</b> today to<b> 233 kT by 2035</b>. Building a robust system to reclaim these materials is essential for India’s resource security.</p><p>Not all batteries are created equal, and their chemical makeup determines their recycling value. Currently, there are three dominant battery technologies:</p><ul><li><b>Lithium Cobalt Oxide (LCO)</b>: Primarily used in mobile phones.</li><li><b style="font-size: 0.875rem;">Nickel Manganese Cobalt (NMC)</b><span style="font-size: 0.875rem;">: Constitutes 100% of laptop batteries and 50% of EV batteries.</span></li><li><b style="font-size: 0.875rem;">Lithium Iron Phosphate (LFP)</b><span style="font-size: 0.875rem;">: Makes up the remaining 50% of EV batteries.</span></li></ul><p>Recycling efforts are heavily focused on <b>LCO and NMC</b> due to their high nickel and cobalt content. These are among the costliest materials in the industry and command favorable market prices, making them profitable.</p><p>Historically, India’s battery recycling ecosystem was underdeveloped. Before 2018, most used batteries were simply exported to China without any domestic processing. Post-2018, the industry evolved; recyclers began extracting an intermediate product called “black mass”-a powder rich in lithium, cobalt, and nickel and exporting it to countries like South Korea for final refining.</p><p>At present, nearly 70% of recycled batteries originate from consumer electronics, with the remaining 30% coming from electric vehicles and stationary storage systems. A recent report by NITI Aayog projects that the electric vehicle sector alone will account for 59 GWh by 2030. As the first generation of EV batteries begins to retire, a massive “Urban Mining” opportunity is emerging. Instead of relying solely on expensive mineral imports, we can recover these critical materials from our own waste.</p><p>In addition to recycling, batteries can be repurposed to extend their usable life. Retired EV batteries, redeployed as Second-Life Batteries (SLBs), are projected to meet 15–20% of total stationary energy storage demand by 2030. This process involves a four-step evaluation: assessing battery health, determining second-life suitability, redesigning the configuration for new applications, and reassembling the pack accordingly. Although most EV batteries today are not designed for easy disassembly making refurbishment complex a properly restored battery can still power a home or support the grid for an additional five to eight years.</p><p>Scaling these circular solutions, however, will require overcoming significant structural barriers. Formal recyclers currently struggle to get a steady supply of batteries because nearly 70–80% of the trade is controlled by unregulated scrap dealers. For recyclers aiming to receive a significant quantity of batteries, engaging with scrap dealers becomes a necessary strategy. </p><p>These dealers often operate with fixed prices that ignore global benchmarks like the <b>London Metal Exchange (LME)</b> and <b>Shanghai Metal Market (SMM)</b>. This creates a pricing trap for the formal industry; even when global metal prices fall, recyclers are forced to pay high, fixed rates to scrap dealers, erasing their profit margins and slowing the growth of the formal sector.</p><p>Global experience shows that strong regulation and accountability can transform recycling systems. In South Korea, strict compliance and traceability rules have strengthened formal channels, while across the European Union, OEM-led collection models ensure higher recovery rates and clearer producer responsibility. These examples underscore the importance of enforcement in building a resilient circular economy.</p><p>Drawing from such lessons, NITI Aayog advocates a more coordinated, policy-led approach to address India’s structural challenges:</p><ul><li><span style="font-size: 0.875rem;">Strengthen policy by expanding Extended Producer Responsibility (EPR) to include critical minerals and stop fake certificates through stricter checks.</span></li><li><span style="font-size: 0.875rem;">Provide incentives under the PLI scheme for companies using recycled materials and link recycling with the Indian Carbon Market to earn from emission cuts.</span></li><li><span style="font-size: 0.875rem;">Create a dedicated recycling branch under the National Critical Mineral Mission (NCMM) to bring informal players into a regulated, single-window system.</span></li></ul><p>Circularity is not merely an environmental obligation - it is a strategic economic imperative.
